This session offers a comprehensive overview of the most significant special education case decisions in California over the past year. Participants will gain insight into key rulings from the Office of Administrative Hearings (OAH) and federal courts that have shaped the legal landscape for students with disabilities with a particular focus on those decisions with application to charter schools.
Attendees will learn how these rulings influence IEP development, assessment, disciplinary practices and disability-related behavior management, and service delivery. This session will equip you with the legal knowledge and practical takeaways necessary to navigate California's evolving special education framework with confidence and compliance.

Lisa Corr has been a zealous representative of school choice for over twenty-seven years in a wide array of crucial areas. After decades of development work advocating for creating public-school choices throughout California, Lisa's current primary focus has been on special education, including the careful prevention and active defense of due process and the Office for Civil Rights and California Department of Education complaints. Lisa also regularly advises educational support organizations. Lisa also provides critical representation in day-to-day general student service areas, including student policy development and implementation, student discipline, UCP and Title IX complaints, student and parent rights, interpretation of child custody agreements, and control of disruptive visitors on campus. Lisa also assists nonprofit boards in developing effective and efficient governance practices, including assistance with strategic planning, legal compliance, and policy development.

Stacy Tolkin’s primary practice areas include special education, student discipline, and Section 504. Before pursuing a career in law, Stacy spent over 25 years in public education, beginning as a school psychologist. She has worked with students from preschool through postsecondary education. After obtaining her administrative services credential, she held educational leadership roles, including district program specialist, SELPA coordinator, and director of special education. Stacy began her collaboration with charter schools approximately nine years ago. Stacy is a skilled IEP facilitator trained in a variety of facilitation and mediation techniques. Fostering and nurturing relationships are central to the process and always a priority. While serving as the SELPA coordinator, Stacy participated in The Center for Appropriate Dispute Resolution in Special Education (CADRE) symposium to support and promote alternative dispute resolution for special education.
